Historian C. Vann Woodward coined the term “Second Reconstruction” to describe the civil
rights movement that followed WWII and led to the passage of the 1964 Civil Rights Act and
the 1965 Voting Rights Act. He wrote that the Second Reconstruction “addressed itself to all
aspects of racial relations that the first one attacked and even some that the First
Reconstruction avoided or neglected,” including “political, economic, and civil rights.
To what extent did the “Second Reconstruction” bring about racial justice and equality? What
did the movement achieve in terms of guaranteeing “political, economic, and civil rights” to all Americans and what obstacles remained? In addition to African Americans, you may consider other groups who have historically faced discrimination.
